The Parliament opened its website over 10 years ago. The website contains a wide range of information on the Parliament activities, such as sessions’ full notes of the Parliament, laws, law bills, archives, galleries, information of Parliament members, plan of sessions and discussion on them, etc. At this stage, mainly citizens, businesses, government and non-government organizations, donor and international organizations use information and resources from the website.
The Parliament’s promotion centers were established in 20 aimag centers and 7 districts of Ulaanbaatar to serve as access points for citizens to information and resources of the Parliament. But it still has not been serving citizens. The Parliament website transfers one-way flow of communication, i.e. from Parliament to users, and is not making use of new website technologies to improve communication flows. Therefore, this subproject has been developed to conduct an assessment on whether this current Parliament website is used, who uses it, what information they are seeking and whether the information and resources are found, and if there is a demand for making website more interactive. Based on the outcomes of the assessment, the Parliament website is expected to be further enhanced to use different web 2.0 technologies to enable distribution of website information and to citizens, in particular, to under-served communities of Mongolia. These web 2.0 improvements will be piloted and evaluated through this subproject. Objectives. To improve citizen participation in the parliamentary legislative process through online engagement. Specific Objectives: - To understand what factors motivate or inhibit users and non-users from using the Parliament website - To study the accessibility of the Parliament website to citizens of Mongolia regardless of gender, age, education, geography or socio-economic status, in particular those which live in rural parts of Mongolia and specifically those of underserved communities. - To determine whether existing information and resources from Parliament website are meeting the demands and needs of citizens and identify information gaps and ways of delivering information to citizens to address the needs and demands. - To develop, pilot and evaluate a revamped 2.0 Website and complementary services - To design and test training programs for end users to use the parliamentary website to provide feedback. - To identify what effect, if any, the revamped parliamentary web-site has, on Parliamentary legislative practice. Aside from the above confirmed subprojects, there are several proposal ideas that are currently in the process of development. Provision is made for funding these during the Mega Mongolia project implementation duration and if approved for funding, they will be additional sub-projects to the current lot of six subprojects.
