Blended Technology Education Project (BTEP) Using Technology to Level the Education Playing Field in Mongolia

BTEP is aimed at meeting the needs of students (and indirectly teachers and parents) across Mongolia, especially those located in remote areas, which are unable to access high quality educational resources. Vast majority of school children suffer from inexperienced or inadequately skilled teachers and insufficient learning materials. The wide gap between the education quality offered in urban and rural areas exacerbates the urban and rural divide in Mongolia. Furthermore, students, especially in rural or semi-urban areas lack extremely crucial information, guidance and counselling on career choice, social mobility and preparation for college entrance examination.
In order to fill the gap in the availability of information and access to quality education, BTEP will pilot a project which combines three technology options; namely, television, Internet and cell phone, in order to create an appropriate version of distance education in Mongolia.
Objectives. The BTEP subproject has the following main objectives:
To support students across Mongolia to prepare for college entrance examinations, through independent learning, facilitated by the best teachers in Mongolia, using free to view television programming, low cost interactive internet resources, and instructor feedback via cell phone messaging, emails and website databases.
Specific Objectives:
  • To improve learners’ comprehension of subjects taught at the high school level and to increase their learning and test performance
  • To offer motivated learners additional help by means of online tests, homework assignments, interactive learning opportunities and teacher feedback
  • To offer supplementary learning through multi-disciplinary instructional programs covering topics such as health, life skills, governance and other topics deemed important by the government and involved agencies
  • To showcase creative lesson planning and best practices in designing a learning support system
  • To provide recommendations for distance education to the Ministry of Education, Culture and Science (MECS) based on the research findings of the project.
